Abstract
The purpose of this research is to analyze and discuss the common challenges that the English Language-Learners (henceforth ELL) programs face in Virginia. In order to accomplish this goal I will be conducting interviews from various ELL teachers in Fredericksburg City Public Schools as well as Spotsylvania County Public Schools to discuss the issues and challenges these programs experience. With my findings I hope to advocate for the understanding of these issues and suggest ideas to help develop more efficient ELL programs for the current 10% ELL K-12 population in Virginia public schools since 2022.
